Lexington City HallThe City Council is responsible for establishing policy, passing ordinances, adopting the annual budget, appointing committees and legal counsel, as well as hiring the chief administrative officer, the City Manager. The City Manager is responsible for carrying out the policies and ordinances of the governing board, for overseeing the day-to-day operations of the city, and for the appointment of the Department Heads who direct city staff to deliver the services and to meet the goals set by City Council for the organization.

The City Manager's Office (including the City Clerk), City Attorney, Finance and Purchasing, Human Resources, and Information Technologies are the administrative departments for city government. These departments work in concert to ensure the availability of adequate resources, staffing, coordination and administrative oversight for the provision of all City services; including public utilities operations; and carrying out and enforcing City policy and regulations for the safety, health and general welfare of all citizens, customers, City departments and employees.
