Utility Service Worker I, II or III (Public Works)

**TWO VACANCIES AVAILABLE FOR THIS POSITION**  This position provides a vertical career ladder opportunity that may allow the selected candidate to advance to a higher job title and pay with obtaining of additional knowledge, skills, abilities, responsibilities and experience during the course of employment.  Determination of initial job title (Utility Service Worker I, II or III) will be based upon qualifications. 

Performs responsible semi-skilled or skilled work in the installation, repair and maintenance of water and sewer lines and appurtenances for the Public Works Department. A Utility Service Worker III may supervise subordinate crew members in the absence of a crew supervisor.

Utility Service Worker I

Minimum Qualifications
• Graduation from high school or equivalent;
• Some experience in the use of common hand and power tools;
• Possession of a driver’s license valid in NC and good driving record;

Knowledge, Skills and Abilities
• Ability to work regularly and to perform manual and semi-skilled labor for extended periods of time, often in unfavorable weather conditions;
• Ability to obtain Class B Commercial Driver’s License with tanker endorsement within six months of hire;
• Ability to understand and follow specific oral instructions;
• General knowledge of the safe use, operation and preventive maintenance of equipment to which assigned;
• Ability to establish and maintain effective working relationships with associates and the general public;
• Ability to read and interpret documents including safety rules, operations manual, written directions

Utility Service Worker II

Minimum Qualifications
• Graduation from high school or equivalent;
• Grade I Wastewater Operator’s certificate or Grade C Water Distribution certificate
• Some experience in the Maintenance, repair and/or construction of water and sewer lines;
• Possession of a Class B Commercial Driver’s License with tanker endorsement and good driving record;
• Demonstrable skills equivalent to two years as a Utility Serviceworker I.

Knowledge, Skills and Abilities
• Ability to work regularly and to perform manual and semi-skilled labor for extended periods of time, often in unfavorable weather conditions;
• Ability to obtain flagger certification from NC Department of Transportation;
• General knowledge of the tools, materials and equipment used in the installation, replacement, maintenance and repair of utility lines;
• Ability to operate rubber-tired front end loader, backhoe, sewer redder, sewer jet and flatbed dump trucks;
• Ability to read and interpret documents including safety rules, operations manual, written directions
• Ability to establish and maintain effective working relationships with associates, subordinates, management and the general public

Utility Service Worker III

Minimum Qualifications
• Graduation from high school or equivalent;
• Considerable experience in the installation, maintenance and repair of water and/or sewer lines, operating equipment, and making service connections;
• Valid Class B Commercial Driver’s License with Tanker endorsement and good driving record;
• Demonstrable skills equivalent to two years’ experience as a Utility Serviceworker II.

Knowledge, Skills and Abilities
• Ability to work regularly and to perform manual and semi-skilled labor for extended periods of time, often in unfavorable conditions;
• Possession of flagger certification from the NC Department of Transportation;
• Grade III Wastewater Operator’s certificate or Grade B Water Distribution certificate;
• Ability to comprehend and respond to a variety of work situations and tasks quickly and appropriately;
• Knowledge of common and unusual work situations and problems of the occupational field;
• Ability to solve problems and make decisions within scope of responsibility;
• Ability to read and interpret documents including safety rules, operations manual, written directions, and prepare simple reports;
• Ability to oversee and supervise subordinate workers in the absence of a Utility Crew Supervisor;
• Ability to establish and maintain effective working relationships with associates, subordinates, management and the general public.

Essential Functions
• Install, maintain and repair water and sewer lines and appurtenances;
• Make water and sewer taps and service connections;
• Install water meters, fire hydrants and valves;
• Unstop lines, repair and flush fire hydrants;
• Perform landscaping and asphalt repair after work is completed;
• Operate truck, air hammer, tapping machine and other mechanical equipment in connection with these tasks.

*Additional Functions for Utility Service Worker II
• Operates flushing, cleaning and line inspection equipment;
• Serve as flagger on construction sites;
• Ability to understand and follow specific oral instructions;
• Ability to establish and maintain effective working relationships with associates;

*Additional Functions for Utility Service Worker III
• Install, maintain and repair water and sewer lines, valves, hydrants and related facilities;
• Make service connection, test, replace and read water meters;
• Test, repair, rebuild and interchange meters;
• Rebuild manholes and repair leaks;
• Verify readings, read industrial meters;
• Respond to customer complaints and inquiries.

Desired Experience:
Operating digging equipment around active water and sewer lines a plus.
Possession of NC distribution and/or collection certifications preferred.

Physical Demands
This is heavy work requiring the employee to exert up to 120 pounds to move objects. Work requires climbing, kneeling, crouching, walking over uneven surfaces, reaching with the arms in any direction. Using the hands and fingers to connect fittings. Worker must grip with a force of up to 100 pounds for shoveling, hammering, fitting pipes. Work requires ability to operate mower, trimmer, axe, shovel, chain-saw, and swing axe while standing or bent forward on uneven ground and inclines. Visual acuity is required for depth perception, night vision, inspection of small parts and/or defects, operating motor vehicles or equipment and for determining the accuracy and thoroughness of work. Hearing is required to receive detailed information and to make fine distinctions in sound.

Work Environment
The worker is subject to outside environmental conditions including extremes of heat and cold as well as sleet, snow, ice, rain, and wind. Worker is exposed to hazards including proximity to moving mechanical parts moving traffic.

Work Schedule
Monday-Friday, 7:30am-4:00pm
Rotating on-call schedule
Overtime

Special Requirements
This position is subject to on-call rotation within the department and response to emergency situations which may require the individual to work long hours possibly in adverse weather conditions. Current First Aid and CPR certification preferred. The worker is subject to OSHA final regulations on Bloodborne Pathogens and may be required to wear specialized personal protective equipment. This position may be subject to drug and alcohol testing under the Federal Motor Carriers Safety Act and may be considered safety sensitive as defined by the Drug and Alcohol Free Workplace Policy. Worker is subject to WorkFit and PreWork policies and screening.
