Civil Engineer I, II OR III (Water and Wastewater Administration)

**One vacant position is available.** The work level is contingent upon experience and qualifications as a Civil Engineer I, II or III. Performs beginning, intermediate or difficult professional engineering and field inspection work for Water Resources and Public WorksThis position provides a vertical career ladder opportunity that may allow the selected candidate to advance to a higher job title and pay with the acquisition of additional knowledge, skills, certifications, abilities, responsibilities and experience during the course of employment.

Minimum Qualifications for Civil Engineer I
• Bachelor’s degree in engineering from an appropriately accredited school;
• Equivalent combination of training and experience may be considered;
• Driver’s License valid in NC and good driving record.

Minimum Qualifications for Civil Engineer II
• Bachelor’s degree in engineering from an appropriately accredited school;
• Two years’ progressive engineering experience;
• Equivalent combination education and experience may be considered;
• Driver’s License valid in NC and good driving record.

Minimum Qualifications for Civil Engineer III
• Bachelor’s degree in engineering from an appropriately accredited school;
• Four years’ progressive engineering experience:
• Equivalent combination education and experience may be considered;
• Driver’s License valid in NC and good driving record.

Knowledge, Skills and Abilities
• General knowledge of Engineering Transportation Manuals, Water and Sewer design manuals;
• General knowledge of standard office equipment and procedures;
• General knowledge of engineering computations and math skills;
• Ability to work with a high degree of accuracy and timeliness in evaluating data;
• General knowledge of GPS, GIS ESRI, Autocad, Microsoft Office and Adobe Professional;

Included as a Civil Engineer II:
• Thorough knowledge of Engineering, Transportation Manuals, Water and Sewer design manuals;
• Ability to work with a high degree of accuracy and timeliness in evaluating data;
• Ability to communicate technical and non-technical information clearly and effectively, both orally and in writing;
• Thorough knowledge of Department of Environmental Quality Requirements;
• Thorough knowledge of standard office equipment and procedures;
• Thorough knowledge of engineering computations and necessary math skills;
• Ability to communicate effectively during public presentations;
• Ability to attend meetings and required;
• Thorough knowledge of GPS, GIS ESRI, Autocad, Microsoft Office and Adobe Professional;

Included as a Civil Engineer III:
• Comprehensive knowledge of Engineering, Transportation Manuals, Water and Sewer design manuals;
• Comprehensive knowledge of Department of Environmental Quality Requirements;
• Comprehensive knowledge of standard office equipment and procedures;
• Comprehensive knowledge of engineering computations and necessary math skills.
• Comprehensive knowledge of GPS, GIS ESRI, Autocad, Microsoft Office and Adobe Professional;

Essential Functions
• Develop construction contracts and specifications and conduct field construction inspections and contract administration;
• As directed will be involved in various grants during application, planning, construction inspections and administration;
• As directed may coordinate with NC Department of Transportation for various projects;
• Review plans for commercial and residential construction under the direction of the Public Services Manager;
• Trains with water & sewer crews, plant operators, and will be involved with in-house construction projects;
• Prepares engineering designs under the direction of the Public Services Manager;
• Prepares compliance reports for water and sewer.

Included as a Civil Engineer II:
• Participate in application, planning, construction inspection and administration of grant funded projects as directed;
• Coordinate with NC Department of Transportation for various projects;
• Review plans for commercial and residential construction with the Public Services Manager;
• Trains with water and sewer crews, plant operations as needed, and will participate with in-house construction projects;

Included as a Civil Engineer III:
• Participate in applications, planning, construction inspections and administration of grant funded projects;
• Coordinate with the NC Department of Transportation for various projects;
• Coordinate with water and sewer crews, plant operators, and participates with in-house construction projects;
• Prepare engineering designs and exercise seal;
• Comprehensive knowledge of GPS, GIS ESRI, Autocad, Microsoft Office and Adobe Professional;
• Thorough knowledge of NC Department of Environmental Quality requirements.

Physical Demands
Requires exerting up to 50 pounds of force occasionally and 20 pounds of force frequently to move objects. Requires ability to walk long distances and over uneven surfaces. Communication is required to exchange information and ideas in person and by telephone. Hearing is required to receive detailed information and to make fine distinctions in sound. Visual acuity is required for depth perception, color perception, night vision, peripheral vision, for preparing and analyzing written or computer data, to operate motor vehicles, to determine accuracy, neatness and thoroughness of work and to observe general surroundings and activities.

Work Environment
The worker is subject to inside and outside environmental conditions including extreme weather conditions and temperatures. The worker is subject to noise and hazards associated with working around moving traffic.

Work Schedule
Typically 8-5 PM with some after hours meetings and/or emergency response situations

Special Requirements
Requires registration as Professional Engineer. This position may be considered safety sensitive as defined by the Drug and Alcohol Free Workplace Policy. Must be able to work nights and weekends and to attend meetings as required.
